Minutes of a meeting of Market Deeping Town Council’s Planning Committee held on Wednesday 11th November 2009 at 6.30pm in the
Town Hall, Market Deeping.
Chairman Cllr Mrs Redshaw presided over Cllrs Bell, Cosham, Tokens, and Ms Tray.
1. Chairman’s Welcome
Cllr Mrs Redshaw welcomed members to the meeting.
2. Apologies
Apologies were received from Cllrs Edwards and Miss Reed.
3. Minutes of the meetings held on the 14th October 2009
Members resolved by unanimous vote that the minutes from the meeting held on the 14th of October 2009 be accepted as a true and accurate
record. The minutes were signed accordingly by the Chairman.

8. Review of Terms of Reference for Planning Committee and process review for reporting back into Full Council
Members agreed that all committee members would be consulted on planning applications that required a response to SKDC before the next
available planning meeting, as this had been trialed 4 times since the last meeting and had worked successfully. Members also agreed that the
Committee’s current delegate powers that allow it to respond to Planning applications in the month of August without having to refer the to Full
Council first should now be extended to allow the Committee to respond every month to applications, on behalf of the Council, without referring
them to Full Council first. Members agreed that all other correspondence would be referred back to Full Council meetings as a Committee
Report for the following month, unless timescales dictated differently in which case a separate agenda item would be listed for the Full Council
meeting. The Committee agreed to present these recommendations to Full Council accordingly.
9. Design Statement
Cllr Mrs Redshaw informed members that Deeping St James Parish Council (DSJPC) was no longer interested in creating a joint Design
Statement for Market Deeping and Deeping St James. Members were disappointed with the response, but agreed that a representative from
DSJPC would be welcome to attend any future meetings held to discuss a design statement for Market Deeping. Members discussed how best
to proceed, and it was suggested that plans be put on hold and the matter be raised via the Annual Town Meeting (scheduled for 28th April 2009)
to gauge public interest in the production of a design statement.
10. SKDC Site allocation consultation
Members reviewed the documentation received from South Kesteven District Council (SKDC) for the public consultation Site Allocations and
Policies Development Plan Document (DPD) – suggested sites consultation. They acknowledged that this was information that the Planning
Committee had previously discussed with SKDC, but agreed that they should write back to SKDC with the following points:
- The plan appeared to show overdevelopment of the town
- Question as to why there was no planned development at the end of Linchfield Road
- Give preference to development on areas marked on the map as MDEEP1 and MDEEP2 and less preference to development on areas MDEEP10 and MDEEP 11, as the Town Council would prefer to see development kept near to the Town Centre and not on the outskirts of the town.
There being no other business, the meeting closed at 7:25 pm. The next meeting was scheduled for Wednesday the 9th of December 2009 at
6.30pm.
